I ran into a similar problem and resolved it two different ways, one which seems to have disappeared.
(1) First method
(2) Second method
Submitted the .exe file as a .zip to Microsoft and they modified their anti-virus tables in a couple of days to permit the program. Don’t seem to be able to get back to this process anymore

Anyway, it’s still possible to send your files to Microsoft, if you have a Microsoft account (you have one if you have recent Windows versions) for the follow-up.

I’m experiencing this issue so I’ve just clicked on your link, selected app developer but get the following message:
am I doing something stupid - I haven’t attached any files at this point so not sure what it is refering to when it says “This application is not published by Microsoft or your organisation.”

No, not yet I have not received any feedback from Microsoft.
We’ll soon offer a new option in XLS Padlock: Azure Trusted Signing. For 10USD per month, it will be possible to have code signing for all EXE files you make. This will fix this false positive issue without having to wait from the antivirus correction from Microsoft.

You also have this “free” alternative: you can, In XLS Padlock, choose the EXE + Application XPLAPP Bundle option under “Application Packaging Option.” This will generate two files: an EXE file and a separate .xplapp data file. The EXE file is pre-signed by us, which increases its trustworthiness with Windows, antivirus programs and reduces false positive detections.
Distribute your EXE and .xplapp files together, ensuring both are in the same directory, and consider packaging them into a ZIP archive or installer for easier distribution.
