I am trying to install on my Win 7 HP PC and I can’t get past the this screen -> http://screencast.com/t/q0nnjzaiGU
Are there any know incompatibilities that I should be aware of or any software that shouldn’t be running while I try to install?
I am running eset and malware bytes, but don’t think they are the problem…
Any clues or help would be greatly appreciated,

Actually, it looks like that Windows Installer is having problems.
Third-party programs like antivirus can interfere with installations. That’s why it is recommended to close or disable such programs when installing a new one.
Another option: use an archiver like 7-zip or Winrar to unpack the ExeOutput for PHP setup EXE file. It should contain a MSI and a CAB file. Double-click on the MSI to launch the installation manually.
