Access violation in module KERNELBASE

One of my customer - on opening my padlock coded excel file - gets the error message:
Access violation at address
00007FFF50120E65 in module
‘KERNELBASE.DLL’. Read of address
00000000000000004

and the file cannot be opened.
What can I recommend him to do?

other customers do not have this problem with the same file.

Thank you for your link, David Oliver. This however refers to a missing or not found KERNELBASE.dll. In the case of my problem the KERNELBASE.dll is not missing, but the access to it does not seem to be granted.

What Excel and Windows versions are used by your customer?
