Can not open pdf file with built-in pdf viewer

I have checked the box of “Use the built-in PDF viewer in this publication”.
When I run the publication exe, and click the link to open a pdf file.
It will open the pdf file via default pdf viewer of my PC (for example Microsoft Word), not via built-in PDF viewer. (In fact, It will show an error message: “open pdf file from 127.0.0.1…”)
If I select to open the pdf via default pdf viewer of my PC. And try to open pdf file more than twice, the pdf file will be opened via built-in PDF viewer.

If I change my default pdf viewer of my PC to Adobe Acrobat or Acrobat Reader.
When I run the publication exe, and click the link to open a pdf file.
It will show an error message: “File does not begin with ‘%PDF-’ error message”

Please help!

The EXE was blocked.
You can zip EXE and HEPX file and upload the Zip to https://uploadfiles.io/

In the EXE file, our runtime module detects that you asked to open a new instance with _henewinstance
Please check whether you don’t use a target for your PDF link, otherwise the built-in PDF viewer won’t open it the PDF.
 
I have the same issue. With built-in pdf viewer of without it, I get grey screen instead of pdf document.
 
Pop-up or not, the result is the same.
