Cannot get 'xlspl-keygen.inc.php' to upload to web site - SOLVED

I cannot get ‘xlspl-keygen.inc.php’ to upload to my web site. It has nothing to do with the file size as it is around 5,500 bytes and other files around 34,000 bytes have uploaded just fine.

I am also uncertain as to what directory I should upload to.

All help is appreciated.
