Transfer the license to other laptop

I have a new laptop. and I would like to transfer the licenses of xls-padlock & Paquet Builder from the current laptop to it.
 
Start the xls padlock manager (normally there should be a shortcut on your desktop) and you will find the button at the bottom that allows you to deactivate your license and transfer it to the other computer.
 
There is no de-activation button on the latest release. Please explain how I can de-activate a licence from a computer when the hard drive crashed and you can no longer access XLSPadlock and therefore cannot reset the licence
