Access to the file english.sil

I can not find the English.sil file even using the windows search tool. Could you tell me where he is, so that I can translate it into French. cordially
 
Actually, there is already a French translation SIL language file in XLS Padlock. You’ll find it here:
C:\Program Files (x86)\XLS Padlock 2018
