Download 64 bit package, told to download 64 bit package

I downloaded the 64 bit version which is appropriate based on my version of excel. After I create and protect a project I try opening it. That is when I get a notice saying I have the 32 bit version and need to download the 64 bit version. How do I fix this?

Just ignore the notice, it should continue installing.
