Do you have access to another PC?
I have made 2 tests in a different PC and it works well:
1-Different PC with Windows 8.1, Excel 2013 32 bits.
2-Virtual machine in the same PC (Windows 10 32 bits, Excel 2010 32 bits).
In both cases when running .EXE the cells with formula protection works well.
The cells shows the formula =PLEvalForm(0).
I need to solve the problem when working in the same PC. Something is wrong.

It may be a local problem definitively… Maybe some registry setting or Excel option we have to track.
Could you please send us a system report when you are on the faulty PC?
