How to check permission Config.ini

This sentences means “try to access config.ini directly by typing the URL into your web browser”. The .htaccess should forbid it.
Ok so what is the URL I need to try ?
(if you can continue the example from the user guide the URL there is: http://www.mywebsite.com/wordpress/activation/)

if I don’t use the validation feature do I need to create the validationkey.txt file ?
